Interestingly, there is a polyfill in mediawiki-vendor that knows how to do it right https://github.com/wikimedia/mediawiki-vendor/blob/71024a7/ralouphie/getallheaders/src/getallheaders.php#L15 It's presence also explains why `getallheaders` is available on my system even though the docs <https://www.php.net/manual/en/function.getallheaders.php> say it's "an alias for apache_request_headers()".
