I think in MediaWiki, “user” is often used as a shorthand for “registered user”, so I feel like “IP user” might be confusing… I don’t have any better suggestion, though. I’m also worried about the “Log in (Opens in a new tab)” button label – I’m afraid that some translations of it will be long enough that they don’t fit into the button anymore.
