Okay I see what's happening here. this was broken in 7efe7c3468d5f320f13cf702ca53a8285863fa9a <https://phabricator.wikimedia.org/rSVEC7efe7c3468d5f320f13cf702ca53a8285863fa9a> in 1.35.0-wmf.32 . The problem is Wikibase is doing something unexpected in a hook that it shouldn't. I'll look into how we can restore this.
