TASK DESCRIPTION We need to create a blubberfile <https://wikitech.wikimedia.org/wiki/Blubber/User_Guide#Blubberfiles> in order to use the WMF pipeline to deploy to Kubernetes. Blubberfiles are higher level yaml files that can be used to generate Dockerfiles.
