I think that it is important for the data to have a certain "readiness to hand" 
to really promote reuse. I suggest that you try to model the data using a few 
different reification strategies and see what the queries look like and how the 
data can be made suitably accessible.   For example, by storing the best rank 
version of the data as ground triples and then qualifying those triples with 
statements about statements for agents that are a little smarter.  Agents that 
want to fully pierce the veil would need to be more "aware" of the data model 
(perhaps consulting predicates in a different namespace or consulting a 
different data set) and could then dynamically produce a version of "truth" 
that suits their needs through query time filtering.
