TASK DESCRIPTION Can be done after T279936: Move WikibaseRepo ChangeOpFactoryProvider to service container <https://phabricator.wikimedia.org/T279936>. This will also resolve the old (January 2017) TODO that “this [service] should be probably cached”, since the service container caches all services automatically.
