It turns out Enter isn’t the only affected key – ArrowDown also opens the dropdown. Given that, I’m now rather inclined to think that we should move the event listener in the `Dropdown` component, not stop the event from bubbling in the `Popover` component. It doesn’t seem reasonable that `Popover` would silence ArrowDown events.
