The feature request don't propose to change existing UI functionality. - The mentioned ?uselang=de-formal <https://www.wikidata.org/wiki/Q64427341?uselang=de-formal> generally doesn't provide anything useful and that wont change. - Fall-back for ?uselang=zh-classical <https://www.wikidata.org/wiki/Q37041?uselang=zh-classical> seem to be in place. It is something that could be improved, also for locals that aren't interface languages, e.g. uselang=fr-be <https://www.wikidata.org/wiki/Q815549?uselang=fr-be>, but this isn't directly linked to the feature request above.
