Currently the promote step doesn't support updating the image tag of another property, but if you'd like I can update it to allow you to specify where the image tag goes. I'm not sure exactly what you mean by the second question. Do you mean, "do we want to update the image tag for each environment we deploy to all at once"? If so, you can specify which environments you'd like to promote to in the promote step if not all in promote.environments.
