TASK DESCRIPTION Current behavior: When hovering the Query Builder button its popup displays instantaneous even if an user is only hovering for a very short period of time. This happens even if the user signal that they prefers reduced motion <https://developer.mozilla.org/en-US/docs/Web/CSS/@media/prefers-reduced-motion>. Suggested behavior: 1. Disable the popup for users who signal that they prefers reduced motion. 2. Delay the display of the popup with a few milliseconds(300?) so that it's less disruptive.
