TASK DESCRIPTION As described in T272346 <https://phabricator.wikimedia.org/T272346>, languages that are not known to MediaWiki (and not in `wmgExtraLanguageNames`/ `wgExtraLanguageNames`) are just appended to the, otherwise sorted, list of languages on Special:NewItem <https://www.wikidata.org/wiki/Special:NewItem> (and Special:NewProperty, although that is generally used much less). This list is created by `HTMLContentLanguageField`. In order to lessen/ remove our reliance on the `wgExtraLanguageNames´ setting, `HTMLContentLanguageField` should sort languages correctly regardless of their origin.
