TASK DESCRIPTION **Steps to replicate the issue** (include links if applicable): - Go to any page with PAGEBANNER, like https://eu.wikipedia.org/wiki/Txikipedia:Garapen_iraunkor **What happens?**: There is a semi-transparent black line in the top, but the PAGEBANNER is not appearing.
