TASK DESCRIPTION
Currently, the user has to write "en" or "de" as language code while entering
"EN", "En", "De" and "DE" don't find the corresponding language codes. Given
that there aren't language codes where capitalization makes a semantic
difference normalizing the data entry as lower case to search for the right
code would make it easier to use.

I'm writing this ticket because a user asked at
https://www.wikidata.org/wiki/Wikidata:Forum#Qualifikator_%22Sprache%22_bei_Adresse_(P6375)_unm%C3%B6glich_einzugeben
why they were unable to enter the language code when they tried to enter "De".

While this is a minor detail, it seems to trip up users and the fix likely
takes little work.
