  I think this is due to a combination of phan: Remove stubs in favor of 
cloning dependencies in CI

mediawiki/vendor.git is missing `ruflin/elastica`, and this is now a problem 
for Wikibase because (unlike in REL1_38) we no longer ship a Phan stub for that 
library.
  
  The easiest solution is probably to just add back the Phan stub, at least on 
REL1_39, but perhaps even on master as well (it would only be a Phan stub for 
ruflin/elastica, not for the ElasticSearch/CirrusSearch extensions: we’d 
continue to rely on Zuul for cloning those).
