We really should have a separate dump for properties. It doesn't make sense to only include them in the items dump when we have other things like lexemes and files on Commons which use properties and have their own separate dumps, and especially when the items dump is so gigantic (around 100 GB compressed depending on which version you want - about four times the size they were in 2018).
