  The initial proposal was to have a consistent call to action by using the 
same label ("Edit language links"), and the empty state text ("No languages 
yet. Add a new one?") to set the context and user expectations so that the 
specific dialog focused on adding  in that context makes sense.
  
  Following a similar approach as the one used in Legacy vector (i.e., 
labelling the action "Add language links") seems also a valid option. If it 
does not add much technical complexity we can consider it to make the action 
more context-specific.
  
  This is something worth discussing in the specific ticket (T329570 
<https://phabricator.wikimedia.org/T329570>).
