- Manual retriggers are possible on Packagist, but only for the owner. (Why? 
Afraid of DoS? Doesn't make sense.)
- https://packagist.org/profile/ (a crucial part of the documentation that's 
not readable when you are not logged in; what a FAIL) explains how to set up a 
"service hook". Selected actions on GitHub will then trigger Packagist.
- https://developer.github.com/webhooks/ explains these hooks can be set on an 
organization or individually per repository. But I can not even check if the 
hooks are set up properly because I don't have the rights, not even rights to 
look at the org/repo config.
- According to https://developer.github.com/webhooks/ there is a `release` 
trigger on GitHub. Is this new? Don't we use this?
