Per today's IRC conversation in #wikimedia-sre , I believe it's time to try integrating transfer.py <https://wikitech.wikimedia.org/wiki/Transfer.py> . It seems the code has matured a lot since Search Platform wrote the original data-transfer.py . We should be able to import it into data-transfer.py as a library and work from there.
