I looked into it a tiny bit, and it turns out the cause is that there are two different services in play. `prop=revisions` uses `CommentFormatter` in https://gerrit.wikimedia.org/r/plugins/gitiles/mediawiki/core/+/refs/heads/master/includes/ServiceWiring.php#413 but `list=recentchanges` uses RowCommentFormatter in https://gerrit.wikimedia.org/r/plugins/gitiles/mediawiki/core/+/refs/heads/master/includes/ServiceWiring.php#1741 the latter does not have the `[ 'renderForComment' => true ]` option for the `LinkRendererFactory`.
