I think this is related to T337081: "Add interlanguage link" shows a bubble: "An unknown error occurred" <https://phabricator.wikimedia.org/T337081>. Wikibase has a local copy of `jquery.tipsy` in `view/`, but we try to use it from both `view/` and `client/`, so the `client/` version is broken because it’s missing the local copy.
