TASK DESCRIPTION The `SidebarLinkBadgeDisplay` is used to show badges (e.g. “featured article”) on interwiki links in the sidebar. To format the badges (item IDs), it uses the current user language. This is inappropriate because the result ends up in the parser cache and is reused for other languages. Steps to reproduce: 1. Using the API sandbox, purge de:Tumbuka (Sprache) with uselang=zh and forcelinkupdate <https://de.wikipedia.org/wiki/Spezial:ApiSandbox#action=purge&format=json&uselang=zh&forcelinkupdate=1&titles=Tumbuka%20(Sprache)&formatversion=2>. 2. Load the article <https://de.wikipedia.org/wiki/Tumbuka_(Sprache)>. 3. Hover over the “star” icon next to the English sitelink.
