TASK DESCRIPTION Due to the decision of the ADR (T344609 <https://phabricator.wikimedia.org/T344609>), we will need to make changes to Wikibase that break some of its core assumptions. We need to come up with an architecture that minimizes the likelihood of introducing bugs and production errors into the code.
