Yes, that's T353362: Make PHP 8.3 voting on development (master) branch of MW ecosystem (core, vendor, extensions, skins, libraries) <https://phabricator.wikimedia.org/T353362> and I was going to do it once 1.42.0 shipped, to avoid lots of extra work for non-Wikimedia devs, but perhaps given the few new issues between 8.2 and 8.3 we should do it now?
