The difference is that jQuery UI dialogs can’t be moved horizontally when using a RTL UI language, presumably due to a bug; while OOUI and Codex dialogs can’t be moved either horizontally or vertically, using either RTL or LTR UI language, by design. Migrating to OOUI or Codex is hardly an improvement in this regard. In addition, Codex is still quite inconvenient to use in gadgets (T313945 <https://phabricator.wikimedia.org/T313945>); OOUI is quite inconvenient to use anywhere, plus it’s soft-deprecated.
