actually means "no official language". The reason for this representation is that `wd:W30 wdt:P37 ?x` can not return anything when we use novalue, but we still have to record that it's novalue and not missing value. so `wd:30 a wdno:P37` is how it is recorded, which translates roughly as "USA belongs to the class of the countries that have no language".
