The neatest fix for this that I can think of would be for the `::mediawiki::wiki` Puppet resource to maintain an interwiki CDB cache file <https://www.mediawiki.org/wiki/Interwiki_cache#CDB_interwiki_cache> that is configured to be used by all wikis on the VM.
