I'm confused, if this is your goal I think you've been fighting the wrong battle all along. If you don't want items to be merged, you need the separate items to be able to have sitelinks. If you force items to not link redirects, you'll push people to create super-items in Wikidata to match the Wikipedia articles. Linking redirects is the only way for Wikidata to do its thing properly. By forcing sitelinks to be only against a certain kind of content, we are creating an unhealthy dependency between Wikidata and Wikipedia.
