For the record, this is possible by doing the following:

      refresh        => true,                                                   
                                                                                
                                                
      systemd        => true,                                                   
                                                                                
                                                
      service_params => {ensure => 'stopped'},                                  
                                                                                
                                                                                
                                                                                
                                                                      
  }
