DCAT <http://www.w3.org/TR/vocab-dcat/> is a w3c standard for describing dumps. 
I see the current code as a first step for us to support this for //all// 
dumps, not just for Wikidata / Wikibase. Thus I believe it should be managed as 
part of the dump infrastructure, not of Wikibase.

More reasons to decouple DCAT from Wikibase:

- there are //no// dependencies between DCAT code and Wikibase code, so there 
is no reason to manage them together.
- 3rd party Wikibase installations are unlikely to need/want DCAT
