TASK DESCRIPTION If I use the snaks-order option to change the order of snaks within a reference, but not change any values in the reference, the change appears to go through and displays the new order. but no edit is actually made, no new revision and the text blob that is actually stored does not change. Caching is probably the reason the reference appears to have changed, but it has not changed.
