TASK DESCRIPTION Right now, if the query has failed, it is impossible to request a short URL for it. This is not ideal since one may still want to get one - e.g. to share the query and ask for help, or to submit bug report, and having short URL is much more convenient than copy-pasting potentially huge query in the URL. We need to enable short URL generation even for failed queries.
