[Wikidata-bugs] [Maniphest] [Raised Priority] T116404: EntityUsageTable::getUsedEntityIdStrings query on wbc_entity_usage table is sometimes fast, sometimes slow

hoo raised the priority of this task from "Low" to "High". hoo added a comment.

We just hit this hard when we changed the query traffic patterns towards the troublesome query here.

The following slaves had a huge CPU spike, thus I assume they were affected:
