Some points after discussing with @Lucie:

• The button also has the same label when loading the page without parameters. Something like "Publish changes" wouldn't make a lot of sense then.
• Something like "Set" would be too short and "Set values" will be confusing in combination with statement values

So, do we need a seperate translation when the page is loaded without any parameters or should we not care and use "Publish changes"?
