I don't think this impacts the creation of "nrf-gg" (nrf-je) for monolingual strings at Wikidata.

Thanks, but I don't think this impacts the creation of "nrf-gg" (nrf-je) for monolingual strings at Wikidata. The scope of monolingual strings is fairly limited: you can't even use it "nrf-gg" for labels and descriptions. https://www.wikidata.org/wiki/Help:Monolingual_text_languages outlines it.
