Sorry I didn’t see this task earlier, I wasn’t subscribed to #wikibase-quality-constraints.
I disagree that they’re only useful in Wikidata itself: The README contains commands to automatically import all the entities that the extension needs from Wikidata into your own installation, using the Wikibase-Import extension. This is very convenient when setting up your own installation and is only possible because we have the Wikidata IDs in the extension.json.
