There seems to be a php module for it: https://github.com/arraypad/php-re2
If that isn't maintained or sufficient, we can create one ourselves. WMF already maintains a couple of PHP modules to provide access to the world of C++, so that seems feasible. Johannes has recently worked on one of these modules, namely wikidiff2.
