I would agree with Chris here. It looks like she wants to convert from one video format to another. In addition to Chris's recommendation I would recommend ffmpeg. It is known for being able to convert between a large number of formats. http://ffmpeg.org It is a command line tool and has a large number of options, but is easy to learn.
Alternatively she could use mplayer www.mplayer.org which uses ffmpeg for its conversion.
