Speaking as a former UNESCO director, I can say that it is quite common 
practice for UNESCO to convene expert meetings in areas that the Organization 
feels are crucial to its mission and vision. By doing so, it contributes, at 
times, to the introduction or adoption of new terminology. The three-day expert 
meeting in question took place at UNESCO Headquarters in Paris from 1 to 3 July 
2002. Prior to it, MIT had taken the open courseware (OCW) initiative in 2001, 
which was clearly a precursor to the expert meeting in Paris, as stated by 
UNESCO in the announcement for the expert meeting (see 
http://portal.unesco.org/ci/en/ev.php-URL_ID=2492&URL_DO=DO_TOPIC&URL_SECTION=201.html).
 The announcement does not yet refer to "open educational resources" as that 
particular term was formally adopted at the expert meeting.

As with many such terms, it is often difficult to determine authorship. They 
emerge, rather than being coined. By bringing experts from both the developing 
and developed world together at that particular point in time, I think it's 
fair to credit UNESCO with having broadened the movement worldwide beyond MIT's 
crucial initial initiative and the many further individual initiatives by other 
players that followed in its wake.

Note also that UNESCO is not an organization in the same sense that IBM, 
Microsoft or MIT are organizations. UNESCO is its member states, i.e. the 
world, or, for that matter, all of us.
