This picture is typical example of HDR - in case of HDR - there is no single original... HDR-s are made as a mix of set of shots of one picture. HDR is quite often a very usefull as a documentary - especially for night shots and poor light conditions. I think for such a cases the jury might decide if the the picture is OK - or it is over-edited...
