I think it sounds great to already promote users and visitors to make pictures.
So they can already in summer/on vacation/with a travel, make pictures for this
purpose.

Hi,
The Philippines would like to launch the project towards the end of March to
coincide with the onset of the summer and travel season in the country. We have
been made aware, that the infrastructure would not be ready until September,
and thus from the launching date which is targeted to be March 24, until
September we would be constantly promoting the competition, and just
continuously update the participants on how to upload their entries once the
infrastructure is ready.
Would there by any problems or objections on our move?
