Hello Roel, In 2011 each country decides for itself how many pictures are considered to be in the top ... of that specific country. Only the top 10 of those were nominated for the international contest.
In 2011 we had with the contest in Belgium & Luxemburg 22 winning pictures. Only the top 10 of those were nominated for the international contest. It is possible that a country only chooses 3 winning pictures, they still should send in the best 10 pictures for the international contest.
