Hey - I've done a quick run of this (including switching Romania): https://commons.wikimedia.org/wiki/File:Wiki_Loves_Monuments_2012_-_participant_countries.svg It should be relatively trivial to edit this (by hand - don't use an SVG editor) in the "style" section at the top to add countries to either list by ISO 3166 2-letter country code.
