Hi WSC,
there is actually no "international" contest. You only take part in a
national contest, or some contests in plural if you happen to have
photographed monuments from more than a single country. And if you are
lucky enough, your photos will then be nominated by your national jury
to the international level, together with top-10 pictures from other
countries.

So, for example, if you happen to have pictures of monuments in Chile
and, say, Ukraine, then you will be able to take part in the national
contests in Chile and Ukraine--but if you have pictures from, for
instance, Bosnia and Herzegovina and Peru, they will not be part of
any competition, because there is no local WLM contest in those
countries.

You can, however, upload those pictures in a normal way to Commons (or
wait until next year in the hope that those countries you have
pictures from will join).
