I guess it depends more on your community - for example, on fr.wp, nobody really cared and Maarten (and then I) just went ahead and tweaked the template ; I understand that on en.wp the NRHP project had to jump through some hoops (because of some placeholder policy there). So yeah, an upload link for each monument can definitely be added - you just need to know if that is really what you want to have :) -- Jean-Frédéric
