Hi Dennis,

I think that asking WSDOT, SDOT, and other transit agencies to release
their photos under a Commons-compatible license might be the best option.
(It would also be nice if transit agencies would release their maps under a
Commons-compatible license.) I hear that the City of Seattle government is
generally cooperative about open licensing of their government works, so
I'd suggest approaching them first.
