Not of my business what you do in India, but here is my 2 cents.

I think that a nacional Conference for India is a HUGE job (Comming for a
country that is equaly huge, I can imagine the several logistic problems to
deslocate people from one city to another).

So my suggestion is to make several "mini-confereces" organized by state
(India is organized by states, right?) like the series of Wikipedia
Academies. That will teach local teams all around India to organize small
conferences (not bigger than 100 people) and minimize costs and problems.
You can always have a nacional conference once every 2 years or so.
