Thanks for your query. As it was shared with me, the elections were supposed to be conducted in 2016, hence only the name of the elections is 'elections 2016'. However, they are being conducted in 2017. As the elections are being conducted in year 2017, the current voter list is applicable but the name of the elections is 'Elections 2016'. The delay in the elections had various reasons including account related issues at banks as discussed with me.
