Let me share another anecdote:

11.* Punjabi Wikipedia* (pa.wikipedia.org) and *Odia Wikipedia* (
or.wikipedia.org) were launched on 3 June *2002 *while *Hindi Wikipedia* (
hi.wikipedia.org), a much larger language, was launched almost a year later
on 11 July *2003*. The first articles on Punjabi Wikipedia were not created
until 2004 though. There must be more to this story. Does anyone know it?
