If it is of any length, sure such a report could only be notionally anonymous. As the writer of such a report last year, I'm not sure how I could have structured it to avoid making the authorship clear to those who cared. So in terms of after-the-fact privacy, we should be up front about that requirement, and if the default procedure isn't, we should institute steps to make it so.
