Hoi,
By all means start a project at the Incubator. Given that you have a first
person interest in starting this project; you know the language and you want
to collaborate to it, you will find it to becomes eligible.
So I do invite you to request a language on Meta.

PS As to Mr Budelberger, he wastes peoples time by proposing languages that
he does not know and cannot support thereby wasting the time of people who
support actively supported languages.
